Is El Lissitzky rolling in his grave?

I was walking around downtown Manhattan the other night as I was early for a meeting and had some time to kill.  I was near the World Trade Center and thought I’d walk over and see how things were progressing.  I live in the neighborhood for close to twenty years but have not been down there for a couple of years now.  As I walked down Church St. this strange structure came into view. It was a police observation post sitting at the corner Liberty St & Church.  The first thing came to mind was El Lissitzky’s Podium for Lenin and how ironic it was as a tool of the capitalist surveillance society we now live in.  You be the judge but it’s visually and conceptually pretty close.  All the police observation platform is missing is a large propaganda sign above it.
